Horizonte Europa é o programa marco para a investigación e a innovación da Unión Europea (UE) para o período 2021-2027. Cun orzamento de 95.500 millones de euros, o seus obxectivos son fortalecer as bases científicas e tecnolóxicas da UE e do Espazo Europeo de Investigación (ERA), impulsar a capacidade de innovación, a competitividade e o emprego de Europa, e dar resposta aos desafios globais, así como defender os valores e modelo socioeconómico europeos. Horizonte Europa estrutúrase en tres piares básicos:
•Piar 1. Ciencia Excelente: financiará proxectos de investigación na fronteira do coñecemento (ERC). Tamén apoiará o Desenvolvemento profesional e a formación do persoal investigador, mediante accións de mobilidade Internacionais e intersectoriais do programa Marie Sklodowska-Curie (MSCA) e investirá en mellorar e optimizar o acceso internacional a Infraestruturas de investigación de escala mundial.
•Piar 2. Desafíos mundiais e competitividade industrial: dirixido a impulsar as tecnoloxías chave e atopar solucións que sutenten as políticas da UE estando aliñadas cos Obxectivos de Desenvolvemento Sostible. Establécense 6 clústeres: Saúde (HLTH), Cultura, Creatividade e Sociedade Inclusiva (CL2), Seguridade Civil para a Sociedade (CL3), Mundo Dixital, Industria e Espazo (CL4), Clima, Enerxía e Mobilidade (CL5) e Alimentación, Bioeconomía, Recursos Naturais, Agricultura e Medio ambiente (CL6). Neste Piar 2 atópase un novo instrumento: Misións que recollen un conxunto de accións interdisciplinares destinadas a acadar un obxectivo ambicioso, inspirador e medible nun prazo determinado, con impacto na sociedade e na formulación de políticas, e de relevancia para unha parte importante da poboación europea. Defínense 5 Misións.
•Piar 3. Europa Innovadora: dirixido a dar apoio ao desenvolvemento de innovacións futuras e emerxentes (incluíndo as Deep-tech e non tecnolóxicas), a través do novo European Innovation Council (EIC), a redución da fenda financeira no desenvolvemento, despregadura e escalado de innovacións creadoras de mercado, maior investimento privado e incremento do impacto e visibilidade do apoio á innovación nos ecosistemas da UE.
Partenariados Europeos, ligados tematicamente aos Clústeres do Piar 2, os Partenariados (Asociacións ) Europeos xurden para dar resposta a obxectivos ambiciosos e complexos que non se poden obter a través doutro tipo de proxectos, posibilitando a colaboración a nivel de programa entre a UE e socios públicos e privados. Hai tres tipos:
•Coprogramadas: Participan a CE e entidades públicas e/ou privadas de acordo a un memorando de entendimiento e/ou acordo contractual. Contan con financiaciamento da UE e fondos das entidades públicas e privadas participantes, que se responsabilizan de cumprir seus compromisos e xestionar súas contribucións ao programa
•Cofinanciadas: Seleccionadas mediante convocatorias para una acción de cofinanciamento publicadas no programa de traballo de Horizonte Europa. Os participantes son en xeral axencias financiadoras dos países membros da UE, países asociados y, ás veces, terceiros países. Herdeiras dos European Joint Programme (EJP) e ERA-NET Cofund de H2020.
•Institucionalizadas: Con programas de investigación e innovación xestionados por estruturas comúns de xestión con personalidade xurídica propia creadas a tal fin, ben polos Estados Membros ou pola UE. Baseadas nos artigos 185/187 do TFUE e no Regulamento do EIT (para o período 2021-2027).
No segundo Plan Estratéxico (2025-2027) de Horizonte Europa identifícanse un total de 48 asociación europeas ligadas ao Piar 2 (Saúde, 10; CL2, 2; CL4, 14; CL5, 12 e CL6, 10) e outras 11 ligadas ao Piar 3.
